Persia 19th century: Sháh was unable to make just decisions “because he could not rely on the information given him”

Even when a Sháh wished to make a just and wise decision in any case that might be brought before him for judgment, he found it difficult to do so, because he could not rely on the information given him. Critical facts would be withheld, or the facts given would be distorted by the influence of interested witnesses or venal ministers.
